Crackdown 3 potentially delayed

Mass scale destruction is what Crackdown has built its franchise on and Crackdown 3 is hoping to take that one step further, however technological issues could be holding the game back.
Originally annoyed back at E3 in 2014, Crackdown 3 was aiming to utilise cloud computing features powered by Microsoft Azure to create a fully destructible world. This would be done by utilising the Cloudgine, a cloud computing software for game developers which has been long believed to be a core part of the Xbox One, which would allow the developers to speed up the physics modelling and rendering of the city.
However as hype for E3 2016 starts to really grow, people are starting to notice that there has been no mention of Crackdown 3 anywhere and Game Informer think they know why. In a recent posting to the site one user claimed that the technology isn’t there on either the server or client side to allow for the fully destructible environment. Additionally this user states that the hardware itself is not at the required level which is further delaying the game.
None of this has been confirmed by Microsoft or Reagent however, and the companies could just be preparing to reveal the game at the Microsoft press conference on the 13th of June. But if nothing is revealed then this posting may suddenly have much more credence.
